SAPD/EOC-Explosive Ordnance Disposal Suit, Helmet and Accessories

SUMMARY:

An ordinance authorizing a one-time purchase from Safeware, Inc. to provide two Explosive Ordnance Disposal Suits, Helmets and Accessories for the San Antonio Police Department, Emergency Operations Center for a total cost of $77,855.05. Funding for this purchase is available from the 2018 State Homeland Security Grant.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by Safeware, Inc. to provide two Explosive Ordnance Disposal (EOD) Suits, Helmets and Accessories for the San Antonio Police Department (SAPD), Emergency Operations Center (EOC). The EOD suit and components are intended to be utilized by the SAPD/EOC Bomb Technicians. This suit complies with Federal Bureau of Investigation, the National Bomb Squad Commander's Advisory Board requirements and meet the requirements set forth in the U.S. National Institute of Justice NIJ 0117.01 Public Safety Bomb Suit Standard. All FBI Trained Public Safety Bomb Technicians are certified and trained through the FBI Hazardous Devices School on the use of the EOD 9 and EOD 10E Bomb Suits. The equipment is engineered to provide protection against blasts, the effects of overpressure, fragmentation and flash heat associated with the detonation of improvised explosive devices, unexploded ordnance, land mines, rocket propelled grenades, and other battlefield munitions. The modular suits provide protection to increase survival and minimize risk of severe injury due to explosive hazards.

This acquisition is targeted to specifically replace existing suits purchased in 2015 that have exceeded the manufacture's 5-year ballistic shelf life.
