SUBJECT: 2021 Texas Department of Transportation Click It Or Ticket It Seat Belt Enforcement Grant

SUMMARY:

An ordinance authorizing the acceptance of grant funds, from the Texas Department of Transportation (TxDOT) for the 2021 "Click It Or Ticket" Selective Traffic Enforcement Program (STEP) seatbelt program. The grant amount is for $35,000 with an in-kind match of $8,750 for a total program of $43,750 for the period of November 13, 2020, through December 2, 2020.

BACKGROUND INFORMATION:

The grant award is for the 2021 "Click It Or Ticket" STEP seatbelt program. The $35,000 grant will fund enforcement overtime from November 13, 2020, through December 2, 2020 with the goal of increasing occupant restraint use in all passenger vehicles and trucks. In addition to intense seatbelt and child restraint enforcement, state-wide public information and education activities will be conducted by TxDOT during the enforcement period. This will be the nineteenth (19th) year that TxDOT has offered this grant to the San Antonio Police Department. The ordinance will also establish a total budget of $43,750 which includes grant funds of $35,000 and an in-kind match not to exceed $8,750.

The grant application was approved through a Grant Application Authorization Form (GAAF) dated September 23, 2020.

The Public Safety Committee was briefed on this grant on October 20, 2020 and the Committee recommended this item City Council approval.

ISSUE:

This ordinance continues City Council's policy of seeking intergovernmental financial assistance for City crime prevention and enforcement programs. The 2021 program from TxDOT will enhance the City's efforts in the enforcement of state traffic laws.

ALTERNATIVES:

This grant provides an opportunity for the Police Department to augment traffic enforcement efforts.
