Ratification of Payment for Sewage Line Repairs at Ella Austin Community Center
SUMMARY:
This ordinance authorizes ratification of payment for emergency plumbing services completed by AAA Auger Plumbing Services due to repair of a sewer line at the Ella Austin Community Center for the Department of Human Services (DHS). Funding in the amount of $58,200.00 is available from the Deferred Maintenance Program.
BACKGROUND INFORMATION:
Submitted for Council consideration is ratification of payment to AAA Auger Plumbing Services in the amount of $58,200.00 for emergency plumbing repairs completed to the sewer line at the Ella Austin Community Center. The damaged sewage line would have affected the start date of the Early Head Start Program located at the Ella Austin Community Center due to a lack of functioning restrooms.
AAA Auger Plumbing Services was called out to the site on August 17, 2020 to repair a break in the sewage line; however, AAA Auger lowered cameras to inspect the entire line at which time multiple breaks in the line were identified that required repairs. Due to the damage found, AAA Auger Plumbing Services determined the sewer line was no longer serviceable. Repairs began on August 18th in which the damaged portion of the line was excavated and replaced with ninety-five feet of new sewer pipe.
AAA Auger completed the water main repairs on August 26th. The Arredondo Group inspected the repairs in accordance with the 2018 International Building Code and 2018 International Plumbing Code on August 27, 2020. AAA Auger was able to make substantial repairs prior to August 24, 2020, the Early Head Start program start date.
This purchase is made citing a public health and safety exemption.
ISSUE:
This ratification was necessary to address several breaks in the sewage line at the Ella Austin Community Center. Substantial repairs were completed by AAA Auger Plumbing Services which resulted in the Early Head Start Program being able to begin the program on the scheduled start date of August 24, 2020.
This purchase is an exception to the Small Business Economic Development Advocacy (SBEDA) and Local Preference Programs.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
This ratification of repair services performed by AAA Auger Plumbing Services was necessary due to an unserviceable sewer line at the Ella Austin Community Center. Had the repairs not been completed in a timely manner, the Head Start Program’s start date would have been delayed resulting in a negative impact on students, parents and the program.
FISCAL IMPACT:
This ordinance authorizes ratification of payment to AAA Auger Plumbing Services in the amount of $58,200.00 for the emergency repair of the sewage line at the Ella Austin Community Center for the Department of Human Services. Funding is available from the Deferred Maintenance Program.
RECOMMENDATION:
Staff recommends approval of this ratification of payment to AAA Auger Plumbing Services in the amount of $58,200.00. for emergency sewage line repairs at the Ella Austin Community Center.
This contract is procured citing a public health and safety exemption and a contract disclosure form is not required.
