Contract Award: Armory Expansion at San Antonio Police Department (SAPD) Training Academy


SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $543,715.00 to Crownhill Builders, Inc. for the San Antonio Police Department (SAPD) Armory Expansion Training Academy Project located in Council District 4. Funds are available from previously authorized debt proceeds and included in the FY 2019-2024 Capital Improvement Program Budget.


BACKGROUND INFORMATION:

Project Background
Currently, the SAPD Armory Training Academy building is using 2,978 square feet of space for the storage of ammunition and armory gear. Additional storage space is required due to an increase of equipment needed at the Academy. The Project will add 3,200 square feet of storage space to the already existing 2,978 space for a total of 6,178 square feet of storage space. The Project will also provide for the purchase and installation of HVAC system and the rerouting of an existing sewer line.

Construction is anticipated to begin in August 2019 and estimated to be completed by January 2020.

Procurement of Services
This project was advertised in May 2019 for construction bids on CIVCAST and through the TCI Small Business Office. Bids were opened on June 4, 2019 and seven (7) bids were received. Of these, Crownhill Builders, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on ...
